20 nations call for global AI oversight body ahead of UN summit

Twenty countries and the European Union issued a joint statement on Monday calling for international cooperation to ensure AI remains under human control, including the potential creation of a global oversight body to set and enforce standards. The declaration, released by Finnish President Alexander Stubb's office, urges governments and industry to act immediately to align AI development with international law. Signatories include German Chancellor Friedrich Merz, Norwegian Prime Minister Jonas Gahr Store, European Commission President Ursula von der Leyen, Kenyan President William Ruto, Kazakh President Kassym-Jomart Tokayev and Turkish Foreign Minister Hakan Fidan. The United States and China, the world's leading AI powers, did not join the statement, which remains open for endorsement by other countries. India, South Korea, Japan, the UK and France were among major AI players that did not sign.
Why it matters
The proposal could shape future global AI governance, but without participation from the United States and China, the body risks lacking the authority to enforce standards across the two dominant AI markets.
