Public services across the United Kingdom, United States, Brazil, and Germany are reporting a surge in application volumes driven by the use of AI tools. Complaints to the UK's housing ombudsman rose from 2,600 in 2022 to over 7,000 last year, while the US Consumer Financial Protection Bureau recorded a fivefold increase in complaints over the same period. Researcher Chris Schmitz, who is documenting this trend as agentic flooding, identified 84 cases across 11 jurisdictions where submission rates spiked following the public release of generative AI. While some filings are adversarial, others reflect legitimate applicants using AI to navigate complex bureaucratic processes. The trend shows no signs of slowing, as current AI tools make it increasingly simple for users to generate and submit formal requests.
