Officers spotted the vehicle parked illegally along the 100 block of East Capitol Street, near both the US Capitol and the Supreme Court. An Instagram account linked to the suspect featured a video of the device outside FBI headquarters with the caption "Guillotine adventures." Investigators are currently reviewing the suspect's background to determine his motive for the cross-country trip. Congress is currently in recess, meaning no lawmakers were present at the Capitol complex during the incident.
