Chhattisgarh: Former CM Baghel’s OSD Arrested in ₹3 Crore Exam Scam

· India · Indian Express, Times of India

Chetan Borghariya, the former Officer on Special Duty (OSD) to Chhattisgarh’s former Chief Minister Bhupesh Baghel, was arrested on September 11 for his alleged role in a ₹3 crore exam irregularities case linked to the Chhattisgarh Public Service Commission (CGPSC) exams of 2020 and 2021. Borghariya, currently posted as Additional Collector in Balrampur-Ramanujganj, was detained under the Prevention of Money Laundering Act (PMLA). The Enforcement Directorate (ED) investigation revealed that three individuals allegedly collected illegal payments to leak question papers and secure candidates’ selection. The case was initially registered in February 2024 by the EOW/ACB, Raipur, and later taken over by the CBI, which had filed charge sheets against former CGPSC Chairman Taman Singh Sonwani and others.

Why it matters

The arrest exposes systemic corruption in Chhattisgarh’s civil service recruitment process, undermining public trust in state institutions. Aspirants and future candidates for state services may face heightened scrutiny and distrust in the fairness of examinations, while the broader implications for governance and accountability in the state remain uncertain.
