CIC Recommends UPSC Restore Paper-Wise Marks Display for Mains Exam

The Central Information Commission has advised the Union Public Service Commission to reinstate the practice of displaying paper-wise marks for candidates selected in the Civil Services Mains examination. This recommendation follows an RTI application seeking comparative mark data over 10 years up to 2023, which revealed that only aggregate marks have been made available since 2018. The CIC noted that the Department of Personnel and Training has no record of any formal decision behind discontinuing the paper-wise marks disclosure from 2018. UPSC stated that detailed marks are forwarded to DoPT and LBSNAA after results are declared, while DoPT claims the marks are generated and maintained by UPSC. The CIC emphasized that disclosure is necessary for transparency and fairness, especially as candidates must score at least 10 percent in each of the seven competitive written papers.
