Collectors to Handle CAA Citizenship Applications in Border States

The Home Ministry has notified collectors in Gujarat, Rajasthan, Punjab, West Bengal, Assam (outside tribal areas), Tripura (outside tribal areas), Jammu & Kashmir and Ladakh as the competent authority to receive, examine and dispose of citizenship applications filed by religious minorities from Pakistan, Bangladesh and Afghanistan. Under the new Citizenship (Third Amendment) Rules, 2026, a sub‑rule under Rule 11A mandates that applicants submit the form to the relevant collector and receive an electronic acknowledgement in Form IX. The collector must verify documents, conduct an enquiry, administer an oath of allegiance and determine eligibility under section 6B; if an applicant fails to appear for the oath, the collector may reject the application.
