Delhi Master Plan 2047 Borrows Tamil Nadu Rental Housing Model

Delhi's newly notified Master Plan 2047 has formally incorporated rental housing into the city's statutory planning framework for the first time, drawing on Tamil Nadu's model of treating rental housing as industrial infrastructure. Tamil Nadu accounts for 40,630 of the fewer than 47,000 occupied units delivered under the central Affordable Rental Housing Complexes (ARHC) scheme nationwide, highlighting how poorly the six-year-old PMAY-U rental initiative has scaled elsewhere. The Delhi plan permits single- and double-bedroom ARHC units of up to 30 sqm and 60 sqm respectively, with a maximum floor area ratio of 300 on plots of at least 2,000 sqm, and allows industrial parks to host worker housing. Residents will hold licence rights rather than tenancy rights, with a minimum tenure of three months and a maximum of three years, and no more than one-third of units can be double-bedroom.
