Dialled wrong number: CJI's 'dharna' quip at man seeking rotation of SC-ST seats
· India · Times of India, India Today
Chief Justice of India Surya Kant quashed a petitioner's demand for rotational reservation of SC-ST seats in Parliament and state assemblies, telling him it was a season for protests. A bench upheld the Allahabad High Court ruling that validated Section 9(1)(c) of the 2002 Delimitation Act, which reserves constituencies where SC/ST populations are comparatively high. During the hearing, Justice Joymalya Bagchi noted that voters should choose parties based on ideology, not caste. The petitioner, Jagdish Singh, challenged the 70‑year reservation of his constituency, alleging it violated Articles 14, 15 and 19. The Court directed Singh to approach public representatives to push for a rotation mechanism.
Why it matters
The judgment settles a long‑running demand for rotational reservation, leaving petitioners to pursue political action rather than judicial redress.
