Government plans colour-coded driving licences for citizens, foreign nationals

· India · The Hindu, Indian Express

The Ministry of Road Transport and Highways has proposed separate colour schemes for driving licences issued to Indian nationals and foreign nationals in draft amendments to the Central Motor Vehicles Rules. The ministry also plans to make blood group, mobile number and emergency contact details mandatory on every licence card. A mandatory 30-minute safe-driving tutorial will be required before a learner's licence is granted, and the qualifying threshold for the tutorial assessment will be raised from 60 percent to 75 percent. Affidavits sworn before an executive magistrate or notary will no longer be accepted as proof of age and address; instead affidavits and life insurance policies will be permitted to prevent misuse. Online driving licence services completed through Aadhaar authentication will attract a fee waiver, and licensing authorities must approve or reject applications to change personal particulars within 15 days with reasons for any rejection.

Why it matters

The changes will affect every new and renewing licence holder in India, introducing stricter training, higher pass marks and mandatory personal data on the card while simplifying address and age verification.
