The US House of Representatives has passed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 by 262 votes to 159. The legislation grants President Donald Trump the authority to impose tariffs of up to 100 percent on foreign nations that purchase Russian oil and natural gas, impacting major buyers such as India and China. The Bill previously cleared the US Senate last month by a wide majority and now awaits only presidential approval. Trade experts note that congressional approval places such tariffs on much stronger legal ground following the Supreme Court's earlier strike down of the International Emergency Economic Powers Act. Under the proposed Act, the US Trade Representative will identify targeted countries and recommend tariff rates, with those nations facing a 180-day window to reduce energy imports or negotiate with Washington.
