While targeted government incentive schemes have driven success in a handful of sectors, broader indicators reflecting a development and growth-oriented environment remain underperforming. Data shows the manufacturing sector outpaced overall economic growth in only five of the 12 years under the old series, though newer series data for 2023-24 through 2025-26 show manufacturing outperforming overall growth. Meanwhile, Index of Industrial Production data indicates manufacturing growth lagged behind the overall index in most of the evaluated years. Prime Minister Narendra Modi previously noted that industrialists require a holistic growth-oriented environment rather than fancy incentive schemes alone.
