Manipur: Chief of banned outfit, 46 cadres surrender with arms before CM

Chief of Kangleipak Communist Party, Taibangnganba, surrendered 46 cadres along with 20 arms, 216 rounds of ammunition and three explosives to Manipur authorities during a Home Coming ceremony at the 1st Manipur Rifles parade ground in Imphal on Tuesday. Chief Minister Yumnam Khemchand welcomed the surrender, noting that many youths had taken up arms after the May 2023 ethnic clash between Kuki‑Zo and Meitei communities. The surrender is viewed as a major step for the state’s peace and normalcy agenda and cadres will receive financial stipends under a surrender‑rehabilitation scheme. The government urges other cadres to join mainstream and not use remaining arms, and cautions against violent protests such as the 48‑hour shutdown by the Campaign for Just and Fair Delimitation. The cadres were led by Haobijam Dilip alias Taibanganba, who had been arrested previously in New Delhi, again in Manipur jail, and had earlier been released on medical bail.
