The White House released a paper by Peter Navarro that accuses dozens of countries of aiding a Chinese transshipment conspiracy to dodge U.S. tariffs. The report highlights how Trump’s 2018 tariffs widened the average tariff differential between China and the rest of the world from 0.9 to 29 percentage points, causing U.S. imports from China to fall from 21% to 9%. It explains that countries such as Vietnam, Malaysia and Mexico rerouted Chinese goods through third‑party shipments, a practice the Trump administration warned it could hit with a 40% duty on "transshipment". Navarro labels this re‑routing a "financial engine" behind the scam, yet trade experts note that such movement is not fraud under U.S. "substantial transformation" rules.
