Signed by someone named Ahmed Bilal and attributed to a group called the United Liberation Council, the letter names half a dozen Kashmiri Pandits living in Jammu and labels them as traitors. Security agencies are investigating the authenticity of this letter, which follows a similar online warning issued two weeks prior. The United Liberation Council is suspected by security officials to be a front for the Lashkar-e-Toiba. Following earlier threats, the Jammu and Kashmir government instructed departments to send Kashmiri Pandit employees on leave and relocate them to safer areas.
