The incident occurred on September 18 on the Kapilash-Tangi road, about 13km from the shrine within Gandia police station limits. Police registered a case on September 22 after the footage surfaced online on Monday and sent a team to the spot and a nearby village. The man is from Cuttack district and was riding with a woman friend; the suspects' identities and motive remain unknown. Police are examining the video and other evidence, while the Dhenkanal superintendent said action will follow the investigation.
