The incident occurred on July 25 when traffic was temporarily halted to facilitate the movement of Defence Minister Rajnath Singh and Army chief General Dhiraj Seth. The restrictions were implemented a day before the Kargil Vijay Diwas celebrations, which commemorate India's victory in the 1999 Kargil War.
