More than 176,000 tonnes of fuel, mostly diesel, was shipped from South Korea to Russia in July and August. The fuel was loaded at several South Korean ports onto seven tankers that made 14 voyages to Russia's far east. Three of the vessels were under sanctions by the UK and EU, and one took on cargo via ship-to-ship transfer in South Korean waters. The shipments undermine sanctions on Russia and South Korea's public support for Ukraine, according to analysts. It remains unclear who owned or sold the fuel, as South Korean port records do not show this information. The largest carrier, the sanctioned Layla, made two voyages from Ulsan to Vladivostok carrying 57,000 tonnes of diesel.
