Public Authorities Fail To Meet RTI Act Disclosure Mandates

· India · The Hindu

The Right to Information (RTI) Act has completed 21 years, yet mandatory suo motu disclosures remain poorly implemented by public authorities. Section 4 of the Act requires departments to publish 16 types of information, including budgetary data, to reduce the need for formal information requests. A Central Information Commission (CIC) report for 2024-25 revealed that only 1,446 out of 2,303 registered public authorities submitted required third-party transparency audit reports. The analysis focused on departments listed on the government's RTI portal and CIC annual data, noting a widespread failure to follow voluntary disclosure guidelines.

Why it matters

The lack of proactive disclosure forces citizens to rely on the formal RTI application process, creating delays and increasing the administrative burden on transparency institutions.
