Justice Sandeep Moudgil issued the order on August 25 after the state government failed to respond despite a previous Rs 1 lakh penalty. The court previously criticized the government's approach as inhuman and apathetic, noting that some petitioners had died while waiting for their claims to be adjudicated. While the initial fine was paid, the court found that the required reply from respondent No. 3 remained outstanding.
