Russia has endorsed permanent seats for India and Brazil on the UN Security Council while opposing additional membership for Western nations, particularly Germany and Japan. Speaking at the 81st United Nations General Assembly in New York, Russian foreign minister Sergei Lavrov stated that the current UNSC composition fails to reflect the global balance of power and advocated for greater representation from Asia, Africa, and Latin America. This position was previously reaffirmed in the 2026 BRICS New Delhi Declaration, where Moscow and Beijing backed the bids of India and Brazil. Lavrov also used his address to accuse Western nations of prolonging the war in Ukraine and dismantling European security architectures.
