Supreme Court Petition Challenges New Commercial UPI Charges

A petition has been filed in the Supreme Court challenging the Union government's newly notified merchant discount rate on high-value commercial UPI transactions. Advocate Anjan Datta sought the scrapping of two Ministry of Finance notifications issued on September 14 and 15, which introduced the revised framework for transactions above ₹2,000. The Union government, RBI, NPCI, and UPI have been named as respondents in the petition. The finance ministry defended the policy, stating that a 0.4% merchant discount rate will apply only to specified merchant transactions above ₹2,000 starting October 15, with charges capped at ₹300 for transactions of ₹75,000 and above. The government clarified that person-to-person UPI transactions remain free and about 96% of person-to-merchant transactions are unaffected.
