Narasimha, leading a Division Bench, observed that despite elementary education being a fundamental right for children aged 6 to 14, teacher education has not received adequate attention. The court identified seven duty-bearers responsible for safeguarding this right, including the government, local authorities, schools, parents, teachers, teacher education institutions, and the National Council for Teacher Education. The bench emphasized that teachers must be treated with respect and care, noting that no human resource is more valuable than the development of a student's mind and character. These observations were made in New Delhi ahead of the upcoming Teachers' Day celebrations.
