U.S. Export Controls Have Fueled China's Semiconductor Breakthroughs, Expert Says

· Technology · Fortune, Reuters, Wall Street Journal

Washington's export controls aimed at freezing China's semiconductor industry have backfired by spurring Beijing to build a self-sufficient domestic chip ecosystem, according to University of Illinois Urbana-Champaign professor Rakesh Kumar. Four years after the Biden administration unveiled sweeping restrictions in October 2022, Chinese processors and artificial intelligence models are closing the performance gap with US rivals. Domestic tech giants such as Huawei have shipped over 100 million devices powered by homegrown Kirin processors since 2023, while local AI labs have adapted models to run on domestic hardware. Nvidia's data center chip market share in China dropped to 34 percent in the first half of 2026, and its AI accelerator shipments fell 44 percent compared to the previous year. Meanwhile, Chinese memory chipmaker ChangXin Memory Technologies claims to hold a technological lead in advanced memory development.

Why it matters

The shift demonstrates how unilateral trade restrictions can accelerate technological self-reliance in targeted nations rather than halting their progress.
