Democratic Congressman Steny Hoyer has submitted an amendment to the Lindsey O Graham Sanctioning Russia and Iran Act that explicitly names India, China, and eight other nations as targets for potential 100% tariffs. The original bill, passed by the U.S. Senate last month, seeks to penalize Russia's oil trade and its use of a shadow fleet to evade sanctions. While the bill authorizes the President to impose heavy duties on top oil trading partners, it currently refers to the five largest importers by volume rather than naming them individually. Separately, Congressman Gregory Meeks has proposed an amendment to remove the section of the bill that grants the President authority to impose these secondary tariffs. The U.S. House of Representatives has four working days to vote on the legislation before breaking for the November 3 midterm elections.
