The US House of Representatives has passed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, which authorizes tariffs of up to 100 per cent on countries purchasing Russian oil and gas. While the legislation aims to curb Moscow's energy revenue, it includes specific carve-outs for civilian nuclear cooperation and certain low-enriched uranium imports. These exceptions allow the US to maintain its reliance on Russian nuclear fuel supplies despite broader sanctions. The bill does not impose a total ban on all nuclear transactions involving the Rosatom State Atomic Energy Corporation.
