The commission found the bus conductor negligent for failing to secure the luggage, which the passenger had handed over for storage in the bus compartment. While the district commission originally awarded Rs 57,500 for the lost items, the state commission reduced this amount to Rs 25,000 because the passenger could not provide proof of the suitcase's contents or their value. The final payout includes Rs 15,000 for mental agony and Rs 3,000 for litigation costs. The transport corporation and the conductor had argued that passengers are responsible for their own belongings and that the bus did not charge a separate fee for luggage.
