What the MLC elections do and do not tell us

· India · The Hindu, Outlook India

M Legislative Council elections are held only in six States — Uttar Pradesh, Bihar, Maharashtra, Karnataka, Andhra Pradesh and Telangana. Across Uttar Pradesh, 11 constituencies went to polls while Bihar saw eight seats up for grabs, Maharashtra and Karnataka recorded five and four constituencies respectively. Even if a party swept the elections or got completely wiped out, it does not indicate that it is either losing or gaining the popular support of the people, because the voters in these elections are only a section of the electorate different from general and Assembly elections.

Why it matters

The MLC elections reflect the preferences of a narrow electoral segment rather than the broader public, meaning results cannot be used as a proxy for a party's popular standing ahead of larger Assembly or general elections.
